Standards and regulation

- for increased security.

Simply put, you can say that a standard is a common solution to a recurring problem, where the purpose of the standard is to provide consistent and uniform routines that different companies can agree on. Using a standard brings advantages such as increased safety and that the properties of the products become equivalent, which means that it becomes easier to compare and assess similar products from different suppliers.

Standardization in Sweden

- ITS, SEK and SIS.

In Sweden, we have three independent and equal standardization organizations: ITS (Information and Telecommunications Technical Standardisation), SEK Svensk Elstandard and SIS (Swedish Standards Institute). These collaborate with the help of Sweden’s Standardization Association, whose purpose is to promote standardization in Sweden, work for the use of standards, make standardization more efficient through collaboration, and to apply for government commission funds.

6 European standards

- for lighting poles.

The first standards for lighting poles SS 2776 and SS 2777 were established by SIS in 1979. The standard was a so-called prescribed standard containing recommended terminology, general requirements and measurements, calculations and surface treatments. The standards later also became an industry standard through Sweden’s electrical wholesalers incorporating lighting poles into their range and using the standards’ definitions to create E-no. In 2005, SS 2776 and SS 2777 ceased to apply, to be replaced by the following 6 European standards:

Europeiska standarder belysningsstolpe

Requirement standards

The new series of standards is a so-called requirement standard and contains requirements and a set of values as well as production methods. The requirements of the standard must be met, but otherwise each manufacturer is free to create its own standard range.

A big difference between the new series of requirements and the previous requirements is that SS-EN 40 is a harmonized standard, which means that you as a manufacturer of lighting poles must be certified against the standard. This in itself requires the manufacturer to specify loads, validate and verify the design through testing or calculation. To meet these requirements, Northcones has developed advanced calculation programs that calculate values for the construction given a range of input parameters such as measurements of the lighting pole with accessories, such as arms and fixtures as well as installation, weight of fixture, wind speed, topography and meteorological information. Calculations then show that the lighting pole’s strength is sufficient to withstand the imposed wind load including safety factors.

In addition to this, the largest post and hatch must be impact tested at the hatch in accordance with SS-EN 40 and SS-EN 50102 category IK08. Posts that are classified as crash-proof must also be crash-tested according to SS-EN 12767.

The CE mark is a certificate that we have followed all standards and regulations regarding the product, which means that it is safe and that different CE-marked products can be compared with each other as they meet the same requirements. It is also a trade mark, which means that it can be sold freely within the EU. Northcone’s CE mark is located on the inside of the pole at the level of the door.

For many products, it is enough to fill in a “declaration of conformity” in which the manufacturer assures that the product complies with the EU’s safety requirements. Products that fall under the category of risky or safety products, for example lighting poles, must, on the other hand, be examined by an independent third-party body – so-called notified body – which, during annual factory/production inspections, assesses and checks that the lasting performance of the lighting poles complies with the requirements set by the standard. The CE marking, and the sign itself, is proof that this is the case. In our case, it is RISE that has the role of carrying out the factory inspections.

A basis for the CE marking is the performance declaration; a document with information about the product, e.g. which fixture weights the pole can handle in different conditions.

You can find our declarations under each product under “Products”.

In summary, it can be said that the following applies to lighting pole manufacturers:

  • That we follow the harmonized standard SS-EN-40.
  • That the product is certified by having the calculation, construction and manufacturing reviewed and assessed by an approved body (notified body). In Northcone’s case, this is RISE.
  • That the notified body issues certificates for the product and annually carries out continuous control of performance and manufacturing
  • That the product’s owner prepares a performance declaration according to the regulation’s appendix 3 and, after receiving the certificate, marks the pole with the CE mark.
  • That a copy of the declaration of performance for each product is available to the customer if required
